The name Röd-vlo̠ke̜ Ner is derived from the Wood Elvish language, as Röd-vlo̠ke̜ Ner was founded by Qalzure Shumremei, who was culturaly Wood Elven.
Climate
Röd-vlo̠ke̜ Ner has a yearly average temperature of 18°C (64°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a cold 10°C (50°F). Röd-vlo̠ke̜ Ner receives an average of 147 cm/y (57 in/y) of precipitation, most of which comes in the form of rain during the spring. Röd-vlo̠ke̜ Ner covers an area of nearly 4 km2 (1 mi2), and an average elevation of 6986 m (-20029 ft) above sea level.
Overview
Röd-vlo̠ke̜ Ner was founded durring the early 14th century in spring of the year 1348, by Qalzure Shumremei. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Qalzure Shumremei.
Röd-vlo̠ke̜ Ner was built using the conventions of Wood Elven durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Röd-vlo̠ke̜ Ner is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.
Röd-vlo̠ke̜ Ner is buildings folow an organic layout of crampt packed earth streets whihch gives the town a shape simmilar to a tree, if one views its streets from above. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. Röd-vlo̠ke̜ Ner's cost-cutting-focused defences are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.
A look around Röd-vlo̠ke̜ Ner makes it abundantly clear the town suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had. Everyone quietly goes about their daily business not looking anyone in the eye.

Röd-vlo̠ke̜ Ner has an Arts Academy which provides higher education in many fields including math, language arts, philosophy, engineering, and other such disciplines.
Röd-vlo̠ke̜ Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Röd-vlo̠ke̜ Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
The law within Röd-vlo̠ke̜ Ner is highly corrupt, or does not apply to certain favored groups or castes. Strangers might be fleeced by local lawmen, evildoers can be absolved by a payment, and powerful gentry do as they please.
Röd-vlo̠ke̜ Ner's town hall was built using a different architectural style from the rest of the town. The style used is inspired by the natural world, characterized by sinuous, sculptural, organic shapes, arches, curving lines, and sensual ornamentation. Common motifs included stylized versions of leaves, flowers, vines, insects, animals, and other natural elements. Decorative elements found on the inside and outside of buildings include intricate mosaic work, curved windows, and decorative trim work. .
The Amoeba, Giant near Röd-vlo̠ke̜ Ner are known to be quite timid.
Röd-vlo̠ke̜ Ner's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves line dance to channel Summoning energies of tier 1 via oath swearing.

Röd-vlo̠ke̜ Ner lost 168 people, 372 livestock, and 83 buildings in the disaster.. The ice rain is generally remembered as the Hate Rain.
